TOWN GOVERNMENT

A Town Council/Manager system sees to Louisa's business, and the Council meets the third Tuesday of every month at 7:00 p.m. at the Town Office.

With a population of about 1500 residents and occupying 1.88 square miles, Louisa's revenues come principally from Real Estate taxes at a rate of $0.166/$100, and Personal Property taxes rated at $0.71/$100.

The Town of Louisa is part of the Thomas Jefferson Planning District and is the County seat of Louisa County.

Mayor James S. Artz
Jim Artz is a native Virginian, grew up in the Town of Strasburg, VA. Received his BA Degree from Shepherd College, (now Shepherd University), In Physical Education in 1958, and earned a M.Ed. from the University of Virginia in 1965. Jim taught in the public schools for 33 years, serving at Harrisonburg City Schools, Shenandoah County Schools, Louisa County Schools and Prince William County Schools, retiring in 1991. In 1992 Jim moved to the Town of Louisa and was appointed to the Louisa Town Council in 1995 and was elected Mayor in 2006. Jim and his wife Vi have been married for 52 years and have 4 children, James, Jr., Mitzi, Patsy, and John plus 2 grandchildren, Britany and Jacob Morrison. The Mayor's favorite recreational activities include playing golf, attending UVA sports events, and genealogy.
Vice Mayor Mary Jane Clarke
Mary Jane Clarke was born and raised in Sussex County, Virginia. She received her Bachelors degree in Elementary Education from Longwood University and her Masters degree in Education form the University of Virginia. Mrs. Clarke also received certification in elementary education administration from Virginia Commonwealth University. She has been a resident of the Town of Louisa since 1964 and has retired from the Louisa County school system; her last assignment was to serve as the last Principal of the Louisa Elementary School operating the school until 1987 when the school was closed and classes moved to the High School complex near Mineral. Mrs. Clarke has served as a council member since 1995 and was appointed Vice Mayor in 2002. She is a member of the Louisa Methodist Church, the KS club and serves as Vice President of the Louisa Downtown Development Corporation.

Warren D. Gehle

Mr.  Gehle was appointed to the Town Council in 2006 to fill the seat of Jim Artz, the newly elected mayor, and was elected to the Council in May 2008.  He has lived in Louisa since 2001.  He received a Masters Degree from the University of Maryland in College Park, and recently retired from a career in medical microbiology, working for private industry and for federal and state government including the National Institutes of Health, Baylor College of Medicine and the University of Texas Medical School in San Antonio.

Bud Dulaney

Bud Dulaney was elected to Council in 2008. He has 32 years of experience in public service including eight in parks & recreation and 24 in law enforcement. He has managed police professional compliance activities and supervised traffic safety programs, patrol operations, and criminal investigations. He also has experience in public information and planning/fiscal management activities. During his career, he served on the executive board of the Virginia Law Enforcement Accreditation Coalition including terms as chairman and treasurer. In addition, he was appointed to assessment teams which evaluated the eligibility of police agencies seeking accredited status. He also has served as a consultant to the National Highway Traffic Safety Administration and transportation officials in Virginia, Maryland, and the District of Columbia for the development and implementation of traffic safety programs. He and his family have resided in Louisa since 2005.
